First, go to http://www.justcause2mods.com/ and download a modern that you like. To download mods in there, yous need to create an account. A expert one to showtime of with is the Increased Grapple Range & Speed:

At present that you have your file, extract it to somewhere. Become to your Just Crusade 2 folder (C:\Program Files (x86)\Steam\SteamApps\common\Just Cause 2) and create some other folder inside it called " dropzone " - without the quotes.
